Both carry the identical game and the same llama.cpp runner, and both install per-user into %LOCALAPPDATA% without ever asking for administrator rights. They differ in exactly one thing: how they get Microsoft's WebView2 — the component Windows draws the window with — onto the machine.

The model never leaves the PC
The installer carries llama.cpp's runner, and the LOCAL AI panel grows an ON DEVICE (THIS PC) block whose weights are a download you choose — QWEN3-VL 2B at 1.9 GB, QWEN3-VL 4B at 3.3 GB (the default) or QWEN3-VL 8B at 6.2 GB, recommended from your own RAM.
